You can certainly use a MagicBand if you are staying off-site. The MagicBands have many uses. Guests staying a Disney Resort would receive a MagicBand free of charge, If you are staying off-site, the only use you would have for the MagicBand would be for the park tickets and FastPass + selections.

Can you use someone else’s Disney MagicBand?
